Sr YU Lap-Chu（LC YU)is an international commercial and investment arbitration specialist at Lin Tung-Yan and Li Guo-Hao Consultants Hong Kong Limited (Lin&Li Hong Kong). He is the Head of the global International Commercial Dispute Group and has over 30 years' experience acting as adviser in numerous international arbitrations covering a wide range of legal systems, including infra-structure and construction, and intellectual property. He also has a strong academic background and particular expertise in the field of construction commercial disputes, representing both investors and contractors. He has published and spoken on international arbitration topics. His native language is Cantonese, and he has full professional fluency in English and Putonghua.
LC has experience as contractors’representative under the HKIAC and ICC Rules and in ad hoc disputes. He has also acted as party-appointed expert on arbitration matters. He is on the SHCA Panel of Arbitrators since 2022.
LC is a highly experienced quantity surveyor with expertise in planning, cost management, contract administration, dispute resolution, and human resource management in the construction industry. He has nearly fifty years of experience in construction project management, including working as a consultant for the Hong Kong government (Maunsell, now AECOM) and as a general contractor on numerous infrastructure and building projects (1994-2022, 28 years with CHEC, China Harbour Engineering Company (Hong Kong): Director, Chief Legal Counsel, and Chief Quantity Surveyor, responsible for all litigation, arbitration, contract matters, commercial affairs, and human resource management for projects in China, Hong Kong, Taiwan, the UK, Panama, Mexico, the Middle East, and Southeast Asia).
Major infrastructure projects in Hong Kong include the development of the Sha Tin and Tuen Ma new towns, the dual-track electrification of the Kowloon-Canton Railway, the East Kowloon Corridor, the Airport Core Projects (ACP), Container Terminal 8, the West Rail project, Trunk Road 1, Trunk Road 7, Trunk Road 8, the Central-Mid-Levels Escalator Walkway (the longest outdoor escalator system in Hong Kong at the time), the Hong Kong-Zhuhai-Macau Bridge, the reclamation project for the third runway at Hong Kong International Airport, integrated waste management facilities, and various building development projects.
