I have extensive post-qualification experience in contract administration, including claim assessment, variation valuation, and dispute resolution. This encompasses providing related advice, mediation, and arbitration, along with both practical and teaching experience in preparing and assessing contractual claims or resolving disputes related to construction contracts and alternative dispute resolution (ADR), including mediation and arbitration cases.
I have been admitted to the panels of senior adjudicators for AALCO, HKIAC, HKIE, and HKIS, as well as the joint panels of mediators for HKMAAL, HKIE, HKIA, and HKIS. Notably, I served as a judge in the ICC-HK International Commercial Mediation Competition 2026 and the APCAM International Metaverse Mediation Competition 2026. Additionally, I am listed as an arbitrator with HKIAC, an APCAM Accredited Arbitrator, and empanelled as an ADR Neutral.
My professional experience encompasses comprehensive engagement in both pre-contract and post-contract phases across civil, building, and service works. The core areas of practice include project and contract management, engineering, quantity surveying, and contract administration for development and construction projects. I focus on dispute avoidance and resolution, claims assessment, and variation valuation—activities that require both deep technical understanding and sound judgment.
The disputes I have managed cover various contractual issues, including contract interpretation, performance obligations, and compliance with statutory requirements. In claims assessment, I evaluate claims for extensions of time and additional payments, ensuring that all claims are substantiated and justified. For variation valuation, I resolve disputes related to changes in project scope and the associated financial implications.
My expertise in dispute resolution is demonstrated through the application of proactive dispute avoidance strategies alongside the resolution of complex contractual disagreements. This includes rigorous claims assessment, variation valuation, and critical review of Extension of Time (EOT) claim reports. As Secretary of the EOT Committee for capital works contracts, I am involved in high-level process verification, vetting, and auditing of work at various project stages, ensuring procedural compliance and supporting value-for-money audits. This position requires a thorough command of contract law, construction programming, and delay analysis methodologies.
Over the past three years, I have handled one arbitration and six mediation cases within jurisdictions such as Hong Kong. These cases predominantly involved construction-related projects, necessitating intricate collaboration with a diverse range of internal and external stakeholders, including government departments, professional service providers, project teams, contractors, subcontractors, and suppliers. The disputes addressed span issues of delay and disruption, variation entitlement, cost overruns, and contractual.
My approach to dispute resolution is highly collaborative, bridging the gap between engineering challenges and commercial contract management. By integrating feasibility studies, procurement, tendering, and budgeting controls from the earliest project stages, I proactively mitigate disputes within the project lifecycle. I manage disputes with a focus on equitable resolution, maintaining project momentum, and safeguarding public funds through meticulous auditing and process verification. Engagement with government departments and professional service providers ensures that resolution outcomes align with both contractual obligations and the broader interests of all parties involved. My experience has demonstrated my ADR skills and ability to navigate complex interpersonal dynamics in high-stakes environments.
