Dispute Resolution Experience :
My dispute resolution practice is deeply rooted in the pioneering and establishment of Construction Adjudication in Hong Kong. As a co-founder of the Hong Kong Institute of Construction Adjudicators (HKICA), I developed the territory’s first adjudication training programme in 2018, establishing the foundational framework for this discipline.
Subsequently, I was invited by Dr. Christopher To and Ir Ben Chan to join the Construction Dispute Resolution Committee of the Hong Kong Institution of Engineers (HKIE). In this role, I contributed directly to the establishment of the Adjudicators Nominating Body (ANB) under the Construction Industry Security of Payment Ordinance (CISOPO). I developed the inaugural adjudication training course for the CISOPO regime, including preparing key training materials such as PowerPoint presentations and quiz papers.
To further formalise my credentials, I attended the HKIAC and CIArb (EAB) Adjudicator Training in May 2025. After successfully passing the course, I was appointed to the HKIAC Panel of Adjudicators.
In terms of practical application, I am currently nominated for the "Relocation of Shatin Sewage Treatment Works to Caverns" project to advise on CISOPO implementation. In this capacity, I act as the representative for resident site staff, managing all dispute-related matters. My duties include leading negotiations, preparing case summaries, and referring cases to both the Dispute Resolution Advisor and the Contract Advisory Unit of the Drainage Services Department.

Note: While I have not yet served as a statutory adjudicator in contested referrals, my experience encompasses the entire lifecycle of the CISOPO regime—from co-founding the professional institute and developing the training, to accrediting as a panel adjudicator, and now actively advising on a major infrastructure project on the Ordinance’s practical implementation and pre-dispute resolution procedures.
